Australian Rule of Racing 'AR.69 Syndicates' amended to increase the number of natural persons from ten to twenty effective 1 August 2012.
The Australian Racing Board recently resolved to increase the cap on the number of natural persons who may be registered as Owners of a Horse from ten to twenty.
The amendment to Australian Rule of Racing AR69 is effective 1 August 2012 and in addition to Horse Registration managed by the Registrar of Racehorses (A Division of RISA) it will also apply from 1 August 2012 to Transfers and Leases managed by the Deputy Registrars.
Racing Information Services Australia (RISA) as owner and operator of the Registrar of Racehorses (ROR) has been working with the Deputy Registrars (DR) located at each Principal Racing Authority (PRA) to prepare systems, processes and forms to enable this change from 1 August 2012.
Horse Registration & Change of Share % (ROR)
Updated Horse Registration Forms for the Horse Registration process and the Change of Share % process managed by the ROR will be available on the RISA website www.risa.com.au from Monday 16 July 2012.
Processing of Horse Registration Forms with more than ten natural persons will commence from Wednesday 1 August 2012.

Please note: The standard Horse Registration Fee of $110 will not increase from 1 August 2012 where more than ten natural persons are registered. RISA will monitor the impact of the increase in natural persons and reserves the right to review and potentially increase the fee if the impact of the change warrants a comparable fee increase.
Transfer of Ownership (DR)
The updated Transfer of Ownership Form process managed by the DR's located at the PRA's will be available on the RISA website www.risa.com.au from Monday 16 July 2012.
Processing by DR's of Transfer of Ownership Forms with more than ten natural persons will commence from Wednesday 1 August 2012.

Lease and Cancellation of Lease (DR)
The Lease and Cancellation of Lease process is managed by each DR located at each PRA. The Lease and Cancellation forms will progressively updated by each DR and will be available from PRA websites prior to 1 August 2012.
Stable Return to lodge Owners details for print publications
From 1 August 2012 Trainers are still required to contact the RISA Service Centre to lodge a Stable Return prior to a horse racing to lodge Owners details for the purpose of print and online publications.
Please note: The RISA Service Centre compiles Race Fields for all Thoroughbred Race Meetings across Australia excluding WA. Trainers should continue to contact the RWWA Service Centre to lodge Stable Returns for WA race meetings.
Racing Materials Distribution by RISA to publishers of Racing Materials
From 1 August 2012, where more than ten natural persons (capped at twenty) are lodged as part of the Stable Return process for all Thoroughbred Race Meetings across Australia including WA, the additional Owners details will be included in PC00 and XML format files which are supplied by RISA to publishers of Racing Materials for inclusion in print and online publications.
RISA customers who receive Racing Materials directly from RISA should contact the RISA Help Desk if they have any queries regarding the inclusion of the additional Owners details. (Existing RISA customers have previously been supplied with RISA's 365 24/7 Help Desk service).
Please note: It is the responsibility of print and online publishers to incorporate the additional Owners details into the publication managed by that entity.
Oncourse Racebooks
All Race Clubs have either been advised directly by RISA or via the DR's of the impending changes and have been advised to make the appropriate changes to the content and layout of oncourse racebooks to include the additional Owners details.
Please note: It is the responsibility of Race Clubs to incorporate the additional Owners details into the oncourse Racebook managed by that Race Club.
RISA Publishing
Where RISA delivers an oncourse Racebook direct to a race club via our RISA Publishing Service, RISA has been liaising directly with the Race Club to modify the content and layout to include the additional Owners details.
Please note: It is the responsibility of Race Clubs to incorporate the additional Owners details into the oncourse Racebook managed by that Race Club.
RISA Website
From 1 August 2012 where additional Owners are recorded they will be published as part of the Race Fields on the RISA website.
RISA Private Label Websites
From 1 August 2012 where additional Owners are recorded they will be published as part of the Race Fields on the RISA supplied Private Label Websites.
RISA Hosted Websites
From 1 August 2012 where additional Owners are recorded they will be published as part of the Race Fields on the RISA supplied RISA Hosted Websites.
RISA Connect
From 1 August 2012 where additional Owners are recorded they will be included in Email and SMS communications to Owners which are managed and distributed via RISA Connect.
