Racing New Zealand and Overseas horses in Australia
The procedure that owners/trainers of overseas or New Zealand bred horses have to follow when they bring their horse to race in Australia differ, depending on how long the horse plans to race in Australia, the year it was born and whether or not it already has a name. To ensure that you fill out all of the appropriate forms and follow the necessary procedures, please refer to the heading relevant to your horse/s.
Please note that
In accordance with the Australian Rule of Racing AR.60 you must notify RISA when the horse is nominated and notify the local handicappers of your horse's form. This should include Total Starts, Date of Last Start and Total Prize money earned overseas.
New Zealand bred horses - Visitors for up to 12 months (not 03 foal crop)
A horse can now be endorsed by any Principal Racing Authority (PRA) in Australia to race on New Zealand Registration Papers for a period of 12 months in Australia. The current fee is $100.
The person responsible for the horse in Australia needs to take a copy of the New Zealand Registration Certificate, together with the fee of $100 to either the Registrar of Racehorses' office or the relevant PRA, as soon as possible after the horse's arrival in Australia.
The name will then be checked for availability in Australia. If the name is available and a clearance has been received from New Zealand, the papers will be endorsed for a period of 12 months. If the name is not available in Australia, the horse will need to be registered (see below).
Overseas horses and unnamed New Zealand bred horses
Import application
Upon arrival in Australia, the horse's connections must lodge an application to have an imported thoroughbred accepted into the
Australian Stud Book (ASB) together with the fee of $200 (inc. GST) (which includes DNA-typing and Stud Book establishment costs). If this is not completed within 30 days, a late fee of $350 (inc. GST) is incurred.
Horse identification
Upon receipt of the import application fee, the ASB will send labels for DNA samples and an identification certificate. The DNA sampling and identification of the horse are to be completed by an ASB approved veterinary surgeon in the month shown on the labels. The ASB will check the horse's description, DNA-type profile and pedigree with the NZTR and if correct, the horse will be cleared for registration.
Application to Register a Horse
Please select one of the following forms based on the
number of owners with a share in the horse.
An owner can be a natural person, registered syndicate,
company, firm or stud.
Additionally, an application for the registration of a racehorse must then be lodged with the Registrar of Racehorses with the fee of $100.
For horses from the '03 and later foal crops a microchip will also be issued (except for those already micro chipped).
Named New Zealand bred horses (not 03 foal crop)
Registration
An application for registration of a racehorse must be lodged with the Registrar of Racehorses with the fee of $100. (Please provide a contact number and address in Australia).
The registered owners of the horse must sign the form, not the lessees (in the case of a current New Zealand lease, a copy of which will be forwarded to the Registrar for noting). If the owners are unable to sign the form they may give the person responsible for the horse in Australia authority to sign on their behalf, a copy of which authority must accompany the application form.
There is no need to contact the Australian Stud Book for clearance or identification checks. No IMPORT application needs to be completed and no fee needs to be sent to the Stud Book. A Veterinary Certificate of Identification is not required. When a horse from foal crops up to & including "02 is registered, it will be sent Papers for an Overseas Horse. The diagram of the horse's brands and markings on its NZ papers is sufficient. The written description will appear on the DOD for an Overseas Horse. When the horse trials or races both the NZ and the Australian papers should accompany the horse. A horse from the "04 foal crop onwards will be issued with a Thoroughbred ID card.
2003 Named New Zealand bred horses
These horses will be allowed 30 days ONLY as an endorsed Visitor (fee $100 payable to the registrar's office in the state where the horse is racing).
For the 2003 named New Zealand horses planning to stay more than 30 days, Australian racing has adopted changes to procedures to reflect the micro chipping of the 2003 domestic foal crop.
Any horse staying for longer than 30 days must be fully registered and adhere to the full Stud book import process. A short extension to this one month period may be considered by the Registrar on application.

PLEASE NOTE
To offset the additional costs for owners, any named '03 horse from New Zealand can be registered at half the normal fee ($50 instead of $100). The ASB has also agreed to reduce its usual fee for DNA typing and the microchip from $200 to $100.
A horse that converts its visitor's endorsement to a registration may do so free of charge if it does so within the 30 day limit, although the $100 Stud Book fee will still apply. Please apply to the Australian Stud Book and the Registrar of Racehorses for details.
